Chapter 9.60 SPECIFIC TRAFFIC PROVISIONS
Section 9.60.100 Truck routes.
A. Application of Truck Regulations.
It is declared necessary, in order to safely move traffic
in and out and throughout the City, to regulate the movement of large vehicles and vehicles with
dangerous loads. These regulations shall apply to all vehicles licensed or actually used for gross
weight in excess of twenty-eight thousand (28,000) pounds and for all vehicles carrying
explosive, corrosive and flammable liquids.
B. The following streets are designated
as truck routes and the truck route designations are
exclusive. Any large vehicles or trucks as herein defined shall use only those routes specified
herein, or additional temporary routes as shall be established by Vernal City, either by written
permission upon application to deviate from the truck route or by the posting of temporary road
signs during the period of temporary or alternate truck routing. Any vehicle driven on any other
streets than those herein designated which is controlled by these regulations shall be deemed in
violation of this chapter and the driver thereof shall be guilty of a misdemeanor as defined under
traffic ordinances of Vernal City. The following are designated truck routes in Vernal City:
1. U.S. Highway 40;
2. U.S. Highway 44;
3. State Route 121;
4. 500 South between East U.S. Highway
40 and 500 East;
5. 500 East between 500 South and
100 North;
6. 500 North between Vernal Avenue
and 500 West;
7. 500 West between 100 North and
1500 South;
8. 100 North between 500 East and
600 West;
9. 100 East between 100 South and
100 North;
10. 100 South between 500 East and 600 West;
11. 300 East between Main Street and 100 South;
12. 200 East between Main Street and 100 South;
13. Vernal Avenue between Main Street and 100 South;
14. 100 West between 100 South and 100 North;
15. 200 West between 100 South and 100 North;
16. 300 West between 100 South and 100 North;
17. 400 West between 100 South and 100 North;
18. 600 West between 100 South and 100 North;
C. Exceptions. The ordinance codified
in this section shall not apply:
1. To vehicles delivering merchandise
to or from local businesses or established truck
terminals or to residences for delivery where it is not possible to use a designated truck route;
2. To construction vehicles delivering
to or returning from construction sites where it is not
possible to use a designated truck route;
3. To emergency vehicles upon any
street in Vernal City;
4. To vehicles upon any officially
established detour in any case where such truck could
lawfully be operated upon the street for which such detour is established;
5. To any street in an industrially
zoned area of the City;
6. To school buses delivering children
to or from school;
7. To any vehicle traveling on 500
North east of Vernal Avenue for the purpose of delivering
garbage to or returning from the Uintah County-Vernal City Landfill.
D. Enforcement.
1. City Recorder Maintains Maps. The
City Recorder shall keep and maintain accurate maps
setting out truck routes and streets upon which truck traffic is permitted. The maps shall be kept
on file in the office of the City Recorder and shall be available to the public.
2. Chief of Police Maintains Signs.
The Chief of Police of the City shall cause all truck
routes and those streets upon which truck traffic is allowed to be clearly sign posted to give
notice that the ordinance codified herein is in effect.
3. Weigh-in. The Chief of Police,
or any peace officer of the City, shall have the authority to
require any person driving or in control of any vehicle not proceeding over a truck route or street
over which truck traffic is permitted to proceed to any public or private scale available for the
purpose of weighing and determining whether the ordinance codified herein is being complied
